Dear Gen Kadiyan,

There was a talk organised by the 'Conclave of Military Veterans' on the theme of 'Armed Forces and the Nation' on Sunday 19 April at AVI Club, Noida at 1030 hrs. (Lt Gen Niranjan Malik (Retd) is the chairman of the conclave.) The main speakers were Lt Gen (Retd) SK Sinha, former Governor of J&K and Admiral Sushil Kumar, former CNS. In his talk Lt Gen Sinha advocated a four point 'mantra' for the ex-servicemen community, which incorporates their immediate struggle for OROP, but simultaneously transcends it and opens up space for a wider creative engagement with civil society. Broadly, these were explained as under:
· Ex-servicemen should try to create awareness of national security amongst general public in whatever way possible
· Maintain discipline and motivation as was displayed immediately after independence
· Be a spokesperson for serving soldiers
· Fight for your just rights
The above reconciles aptly with the Chetwode credo. I wonder if the above mantra cold be adopted by our movement in some way.

A very large election meeting was held at Panchkula ( Sect-5 , Hotel Oscar) organised by Brig K Krishan , IESM Co-ordinator North Haryana , in which well over 200 ESM took part . Lt Gen Depinder Singh , former Overall Force Commander , Sri Lanka , was the Chief Guest .

Col SS Sohi , Co-Ordinator Punjab , highlighted the problems and demands of the ESM which were applauded by all . He had also motivated large number of ESM from Punjab to attend the meeting .

Brig KK explained all aspects concerning us , specially the OROP in a very logical , forceful and 'poetic' manner to the BJP Candidate from Ambala constituency , Mr R. Kataria , who guaranteed to have it accepted in 100 Days of NDA Govt coming in to power

Thereafter in the 'Press Conference ' the undersigned explained that if the recommendtions of the " 20th Report by the Parliamentary Standing Committee on Defence on the Subject of Welfare of the Servicemen and Ex-Servicemen" 2003 ,( also called 'Khurana Committee Report') were impemented , most of our problems would be resolved . Mr Kataria (Candidate) assured its imlementation at the earliest .

Rectifying earlier anomalies in the Sixth Pay Commission, the government has accorded financial sanction for moving Lieutenant Generals and equivalents into a higher pay band. The orders were signed by the Ministry of Defence (Finance) today, thereby clearing the last hurdle for the issue of the Special Army Instruction detailing the new pay scales.


Lieutenant Generals and equivalents (other than Army Commanders) have been placed lower in pay than Directors General of Police. A substantial number of three star generals will now be placed in the Higher Administrative Grade--Plus (HAG+) pay band of Rs 75,500-80,000.


Lieutenant Generals and equivalent holding the appointments of GOC-in-C (Army Commander) or equivalent in the sister services are already in the apex scale of Rs 80,000 (fixed).


The anomaly of lowering of status of Lt Gens crept up when they were placed in pay band-4 (Rs 37,400--67,000) with grade pay of Rs 12,000 while state police chiefs were upgraded to HAG+ at the time of implementation of the sixth CPC recommendations.

I had attended one of the IESM rallies in which we marched from JANTAR MANTAR through a part of RAJIV CHOWK. On the way, I went to some police men on duty and expressed my regret as they had been called for extra work. Reply was that they knew there would be no work for them as they were aware that it was an ex-servicemen rally. For a change, they said, they could relax during a demonstration.
