Subject: Congress Manifesto

Dear Mr. Ramesh,

A little while ago, I found a message in my inbox inviting me to view the manifesto of your Party, which I did. I was however not surprised to see that the statements being made by your Party functionaries in various fora are not being supported in your Party's Election Manifesto and therefore it can be safely assumed, not endorsed officially endorsed by your Party. Not that the promises made in the manifestoes historically been translated in action by your Party, For if that was indeed so, the present state of our country would have been quite different!

Be that it may, I come now to the specific issue that I am concerned about. The manifesto of your Party is silent on the demand of the Ex-Servicemen for One rank One Pension. This is one of the issues on which a number of your Party functionaries are promising something quite different in their interactions, or so I am led to believe. You are no doubt aware that the ex-servicemen constitute a special group that needs different kind of handling due to their background and training. In my view, whether your party endorses their demand or not is a matter for your Party to decide but I venture to suggest to your Party that the consequences of unmindful promises by your partymen could have serious consequences for the nation, should these people become disaffected. I am sure that a learned and erudite person such as you, at least as appears from your appearances on various TV programmes that I have enjoyed in great measure, would understand the import of what I am bringing to your notice. I

therefore hope that you would instruct your partymen and fellow travellers to not to make promises and commitments that your party's government has rejected in the Parliament. If, on the other hand, your party has had second thoughts after the statement was made in the Parliament, then the appropriate manner may well be to say so in the Manifesto. I am aware that it may not be possible to amend the manifesto at this stage and therefore an official statement by your Party regarding this commitment needs to be made.

I may add that the Ex-Servicemen's Community holds your Party responsible for much of their problems since your party was in power for almost 80% of the time since independence. In this, they are not alone but it is a price any ruling dispensation faces and Congress is no exception.

I hope that you give this message the consideration it deserves and I get to hear what you have to say on the subject.

with best wishes,

Brijesh

Disclosure- I would stand to gain as much as the next Ex-Serviceman since I belong to the tribe.

dear veterans,

BJP Manifesto is in deed a shot in arm of every veteran.we need to compliment shri jaswant singh and lt gen malik in this regard. they have covered every aspect of existing abberrations in def forces.
they have unequivocally stated to address/RECTIFYING downgrading of our status, OROP and granting exemption on income tax. Besides they have also promised to improve the working conditions of serving personeel to make entry in armed forces attractive. On other hand congress manifesto is silent on exservicemen except to use exservicemen in nation building activities. congress has also paid no heed/attention to the struggle by IESM for the last 9 months.they have not even given effect to orders of SUPREME COURT after the Review Petition has been rejected in MAJ GEN Case. Insensitivies/ indifference shown by the congress govt to the Apex court orders shows the care that this govt attaches to exservicemen.

we therefore need to decide as to who deserves our votes.
BJP Manifesto is too good to believe but we have no option but to believe it since they published in writing in categorical terms. while IESM/IESL being an apolitical institutionS may not like to issue an open 'ADVISORY' to exservicemen as to whom to vote in the forth coming election, it may be better to explain / give wide publicity to veterans in field about the contents of manifesto of both parties to decide which part serves our interest better.
( i do not recommend that IESM/IESL TO EXHORT veterans to vote for a particular party since right to excercise franchise /cast vote is purely personal one and IESM/ IESL SHOULD not DIRECTLY get involved in the same)

we have covered miles and let us not falter now but stand united to cast our votes to a party which takes care of us better.

1.Heartiest congratulations to you ,Gen Kadyan and all members of IESM.
2.Manifesto of a National Political Party , possibly for the first time has brought out in clear terms their resolve to implement OROP.I stronly feel that this has been possible for the untiring effort on the part of you all.I was thrilled on seeing the TV news on this on 03 Apr 09.I am confident that with such sustained effort, other Political Parties and Organisations too would fall in line to persue this very important issue.

Best regards.

Dear Shri Gupta,
Do accept my greetings and congratulations for having successfully managed an award, joining the elite list of decorated journalists ; I am told a journalist got it earlier for commenting upon the tastes and recipes of food. Good luck Sir. You must now manage yourself a place in the Parliament and acquire a official designation. You can get it, now that your paper has subjected The Chiefs of Defence Forces to a poll by public, implying the the Chiefs committed an act of impropriety by not accepting the 6th PC. A fair man would have commended the moral courage of a leader, but alas dignity is not the hall mark of todays journalists. The only benefit of this poll must have been to denigrate the office of the Defence Services and get into the good books of some friends and masters.
Dignity is a vanishing virtue now amongst the journalists. The giants amongst them have departed. As an old man, with illusions of an upright grand nation fading away I lament for you as a symbol of decay. The motivation for a poll of this nature has no explanation except a belief in the dictum " I, Me, Myself", and to achieve ones ambitions, one doesnt care!. Some have an excuse, but which country do you come from?

I Pen..
Surrounded by enemies from outside and tormented by rebels from inside, this country is almost sailing on the shoulders of the army. But exactly like the housewife who runs the household single handedly and hardly ever lets out a whimper, the army too has been taken for granted by the govt. The latest twist to the tale comes in the shape of 6th pay commission. The army feels that they had been handed down a rough deal and has decided to show their power. No, they are not going on a strike and put down their weapons to protest against the injustice being done to them. The news is that Army chief General Deepak Kapoor has directed all formations across the country to make all efforts to achieve hundred percent registrations of service voters. Soldiers have been asked to get their families also registered as voters. Moreover units have been asked to send monthly reports on the progress made.
The order has been taken seriously. Now just imagine these 11.3 lac men and women with their families adding up to almost 1 Crore of voters , going against a govt which till now has given them only promises and humiliations. They have the might, the potential to change the political fortune of this country
Apart from the sixth pay commission report the army veterans have been fighting a fruitless battle for OROP. There are over 25 lac defense Pensioners in the country. If we add them all up, all these soldiers coming together for a common cause could influence 3 to 4 Crore votes. There are issues about rank and pay concerns lying in the dustbin. Without raising an arm, without firing a shot, the defense forces can change the political scenario of this country acting well within the rules of a Democratic nation. It can be a coupe but in a different color and intention altogether.
Let’s hope the present govt has the wisdom to decipher the message being sent out by the armed forces and before everything is lost does something solid and positive to salvage the situation. The common man has all its sympathies with those who guard frontiers and keep vigil inside so that we may sleep peacefully.

Commander Pran N Prashar

Respected Sir,

What ever one may say and wish; one thing is clear that IESM and Jantar Mantar have created the awakening amongst the Pensioners/Ex-Servicemen/Veterans that we need to stand up for rights. Dignity, IZZAT and Benefits thereof---- like Liberty would not descend upon a people, they have to be earned before a people can enjoy them---. Some thingance to the North Block where the Home and Finance Ministries are headquartered. Not on the South Block where Defence Ministry is housed along with MEA and the PM's Office. Who had it written there, I have no idea. But next time one is around please do jot it down. If some one has it, then kindly circulate it. I have been profoundly affected by its slavery under tones. Wish our Netas and Bureaucrats would read and imbibe it. India would have been the High Table by now.

The sooner the Servicemen and the Veterans understand what has been enshrined by our Colonial Masters for their Indian subjects which is equally valid for the uniforms, we would be better off. These lines are lessons and are above the Constitution.

The honest fact is that others are beginning to take notice from the Veterans voice that Armed Forces and their retirees have been short charged. Jantar Mantar and returning of medals have drawn the attention how so ever much we may disagree with this course of action, even if some of us may write something against it.

Supreme Court we may understand cannot direct the Govt on general welfare matters as per the Directive Principals, to grant it. Manifestos too are not the end all. The President, our Supreme Commander, is to act as per the advice of the Cabinet. Supposing the Election Manifestos are not in majority in the Parliament then what. Is the Common Minimum Programme for the Alliances, a finality! No.

So the IESM and other Sister Organizations have to tread very very carefully. Politics we lack. Straight and honest approach would keep us in balance.

With best regards,

Prem Batra

Tenant Eviction / Rent Control Acts with special reference to properties of serving personnel and those on verge of retirement
One of the major irritants experienced by our serving and retiring personnel is the problem of unscrupulous tenants who refuse to vacate properties when these are most required.

To counter this problem for defence personnel, most of the States have enacted provisions in their rent control Acts which provide speedy and summary procedures for eviction of such tenants. If you know anyone who is facing such problem, please advise him or her to make a trip to the local (lower) Courts and peruse such provisions in the applicable State Act. Kerala Buildings (Lease and Rent) Control Act was the path-breaker in this regard since this particular Act provides for disposal of eviction requests / applications by serving or retiring personnel within a period of one month from the date of application with the Rent Control Court. In fact, Mr P V Narsimha Rao, when he was holding charge of the Defence Ministry, had written a detailed letter to all States to emulate the Kerala Act and most of the States had responded positively. The matter was re-iterated to the states in 1986 by the Defence Ministry and even infirmities in the Acts of certain States were pointed out.

The law provides us with many such enabling provisions but we must spread awareness about these especially amongst our serving personnel.. A trip to the local Sainik welfare office / board is also highly recommended for personnel who are on the verge of retirement. Otherwise, if you ask me, when the property is in an urban area, it is safer to lease it out to a company or an organisation and not to an individual unless you are very sure.
